Sheena Barnes is a nationally recognized leadership enrichment and people-and-systems consultant with over a decade of experience advancing equitable, accountable organizational change across public, nonprofit, and community-based institutions. She is the Founder and Principal Consultant of Just ACTS LLC, where she partners with agencies, school districts, and organizations to strengthen leadership capacity, workplace culture, and governance through people-centered, systems-aware strategies.

Sheena currently serves as an elected member of a Board of Education in Ohio, bringing a practitioner’s lens to education governance, policy, labor relations, and student-centered decision-making. Her public service experience also includes serving as the former Executive Director of Equality Toledo, where she led organizational growth, community advocacy, and regional LGBTQ+ equity initiatives.

At the national level, Sheena is a Committee Member of the National Black Justice Coalition’s Good Trouble Network, contributing to cross-sector efforts that advance racial justice, LGBTQ+ equity, and transformative leadership. In recognition of her historic contributions to public service and advocacy, Sheena’s work and electoral achievement have been archived in the Library of Congress, cementing her impact on civic and social justice history.

Her leadership is further strengthened by executive education and professional credentials. In June 2025, Sheena was awarded a Certificate of Completion from the Senior Executives in State and Local Government Program at the John F. Kennedy School of Government at Harvard University (Executive Education). She is also a Certified HR Coordinator with a Diversity, Equity, and Inclusion certification from the Academy to Innovate HR (AIHR), grounding her consulting practice in both strategic leadership and compliant, people-focused human resource systems.
